CELP Intensive English Program

Many international students choose to participate in the Center for English Language Program’s (CELP) Intensive English Program (IEP). The IEP consists of 3 levels with each level lasting one academic semester (16 weeks). Students take an English Placement Test upon arrival to CELP to determine which level is most appropriate in which to begin study. Upon successful completion of Level 3: Advanced English, students matriculate to NMSU for undergraduate or graduate studies by receiving a TOEFL or IELTS waiver exclusively to NMSU.

With NMSU’s Conditional Admission policy, international undergraduate students may be conditionally admitted to NMSU for intensive English through CELP if the student has applied to NMSU with:

  • TOEFL scores lower than 520 paper-based or 68 internet-based, OR
  • IELTS scores below a 6.0, OR
  • Pearson Test of English scores below 49, OR
  • No English Test Scores

Students will have a maximum of one year to complete CELP’s three levels, and upon successful completion of the final level (3), students will be regularly admitted to NMSU.

Level 1: Beginning English


This level focuses on survival and social English. It is intended for those beginning fluency in English.

Level Description
CELP’s Beginning level is designed to help students improve basic English skills. Successful students will be able to demonstrate a basic knowledge of the general word list as well as further develop basic reading/listening/speaking & writing skills.

Level 2: Intermediate English


This level emphasizes social and academic skills. It is designed for students who speak, write, and understand some English.

Level Description
CELP’s Intermediate level is designed to help prepare students for using English in an academic environment. Successful students will demonstrate introductory comprehension of academic vocabulary and reading comprehension of simple academic texts. In addition, the students will improve listening/speaking and writing/grammar skills necessary to succeed academically.

This level prepares students to communicate effectively in the academic environment of the university.

CELP’s Advanced level is designed to help students develop and improve academic English skills necessary to function in the American university setting. Successful students will demonstrate some comprehension of academic vocabulary and texts. Furthermore, the students will continue to improve listening/speaking and writing/grammar skills necessary to succeed academically.

*CELP courses require a minimum student enrollment in order for each course to “make” or run. If a course does not meet the minimum number of students required, CELP will cancel the course and refund tuition fees collected from the applicant.
